Proposal For a Nationwide Geographic Information System (GIS)

We can substantially enhance our capacity to serve our nation by adopting a Geographic Information System (GIS) approach to managing and operating the city’s public safety and emergency services activities. A GIS-based system will not only allow us to more effectively save lives and property, but it will also allow us to operate with greater efficiency, enhancing ourr ability to extend a limited budget to address long sought after priority needs. In addition, the system proposed will give our nation tools through which we can unambiguously and graphically portray the challenges and risks associated with managing a geographic information system within current budget limitations. It will allow the country a powerful means to communicate to local officials make the public aware of the risks and tradeoffs that have to be made in order to keep our nation safe and secure.

GIS is rapidly becoming a standard information protocol for public safety and emergency services throughout the country. Our ability to rapidly engage surrounding jurisdictions and participate with federal partners under the National Incident Management System (NIMS) and the Incident Command System (ICS) will be greatly enhanced if we are operating from a GIS-grounded baseline capability. I believe the upfront costs of establishing this system can be shared and mitigated through a number of creative approaches and that what remains will pay for itself in the efficiencies we achieve.
